Infused Pre-Rolls vs Non-Infused: What's the Difference?

Quick Answer

A non-infused pre-roll contains cannabis flower with no added concentrate. An infused pre-roll combines flower with added cannabis material, such as kief, hash, or concentrate. The main difference is what has been added to the flower.

New York’s Office of Cannabis Management calls these “raw” and “infused or enhanced” pre-rolls. See New York’s pre-roll definitions. This guide explains the difference, the ways pre-rolls can be infused, and what the package tells you.

What Is a Non-Infused Pre-Roll?

A non-infused pre-roll is ground cannabis flower rolled into a joint or cone, with no added concentrate. New York calls this a “raw pre-roll.” Read New York’s definition of a raw pre-roll.

Flower-only does not mean THC-free. The package shows the THC and CBD percentages, the amount of cannabis, and the ingredients. Those details tell you more about the contents than the word “raw” alone. See what New York requires on cannabis labels.

What Is an Infused Pre-Roll?

An infused pre-roll contains cannabis flower plus added cannabis material, such as kief, hash, or concentrate. The added material may be mixed into the flower, placed in the center, applied to the outside, or carried in the paper. Read New York’s definition of an infused pre-roll.

Different Ways Pre-Rolls Are Infused

“Infused” describes a broad category. A useful way to understand the differences is to look at where the added material sits. The examples below can overlap, and they are not the only ways to make an infused pre-roll.

Dry concentrate mixed in. Dry cannabis material, such as kief or hash, is distributed among the ground flower.

Liquid concentrate mixed in. Liquid concentrate is distributed through the flower rather than confined to one central core.

Jeeter’s Quad-Infused description identifies hand-mixed infusion and a coated finish, showing that a product can combine internal and external additions.

Center core. A distinct core runs through the surrounding flower. MFNY’s Honey Banana × Honey Banana BagelHole illustrates this format: the maker describes Honey Banana flower surrounding a central core of Honey Banana live resin. Jaunty’s Velvet Lushers + Velvet Vine Hash Hole is another documented example: the maker identifies a live rosin core. This construction is one infused format, not the definition of every infused pre-roll.

Exterior coating. Added material sits on the exterior and may accompany an internal infusion. Rove describes its Ice Packs as flower infused with THCA diamonds and ice hash rosin, with an additional ice hash coating outside.

Infused paper. The rolling paper itself carries concentrate around the flower. This is different from mixing concentrate into the filling or adding a center core.

Ingredients and placement are different details. Names such as live resin, rosin, kief, distillate, or diamonds describe what is added; they do not, by themselves, tell you where it sits. Brand descriptions can explain construction, while the package lists ingredients and the batch’s lab report provides testing details. One brand may make several formats.

Single or multipack is a packaging choice. The number of pre-rolls in a package does not tell you whether they are infused or how the added material is placed. Use the named product, ingredients, and maker’s description to identify the format.

Are Infused Pre-Rolls Stronger?

“Infused” does not tell you the THC level of a particular pre-roll. Compare the total THC percentage on each package instead of assuming that every infused product is stronger than every flower-only product.

New York requires THC and CBD percentages on inhalable cannabis labels. The package also provides a scannable code leading to the product’s lab report, called a Certificate of Analysis (CoA). Read New York’s cannabis-label requirements.

What to Check on a New York Pre-Roll Label

For either type of pre-roll, check the package for:

  1. The product name and whether it is flower-only or infused.
  2. Total THC and CBD percentages.
  3. Other cannabinoids listed on the label, with their percentages.
  4. The amount of cannabis in the package, listed as net weight or quantity.
  5. Brand name.
  6. The full ingredient list on the outermost package.
  7. Required warnings.
  8. Proper storage conditions when listed.
  9. Any solvents used to produce the product, when applicable.
  10. The barcode or QR code that opens the product’s lab report.

These checks follow New York’s cannabis packaging and labeling guidance. Use the TPBS cannabis-label guide for a readable walk-through of package information.

How Testing Differs for Infused Pre-Rolls

Infused pre-rolls combine flower with added cannabis material, so New York applies testing rules for that combination. One difference is testing for residual solvents - traces of solvents that may remain after processing. New York requires this test for infused pre-rolls; it is not applicable to raw pre-rolls. Read New York’s cannabis-testing FAQs.

The lab report records the results for a specific batch. The package’s scannable code provides access to that report. It gives you the testing details that a category name or illustration cannot show.

How to Choose Between the Two Formats

Start with the information on the package:

  1. Check whether the pre-roll is flower-only or infused.
  2. Read the THC and CBD percentages, ingredients, warnings, and weight.
  3. Scan the package’s code to open its lab report.
  4. For an infused pre-roll, check what was added and how the maker describes its placement.
  5. Allow time to assess the effects before consuming more.

If a label or lab result is unclear, ask the dispensary team to help you find and understand the information for that product.

Safer Pacing for Pre-Rolls

New York’s consumer guidance says to wait 5-10 minutes after inhaling or vaping 1-2 puffs of cannabis before consuming more, then pause and assess how you feel. Read New York’s safer-consumption guidance.

Keep the pacing rule simple:

  • Take 1-2 puffs.
  • Wait 5-10 minutes before consuming more.
  • Pause and assess how you feel.
  • Do not drive under the influence of cannabis.
  • Store cannabis safely, locked, and out of reach of children and pets.

New York’s adult-use information states that driving under the influence of cannabis is illegal. Review New York’s adult-use information. New York’s consumer guidance says cannabis products at home should be stored safely, locked, and out of reach of children and pets. Review New York’s safe-storage guidance.

Browse the current pre-roll menu to review current product listings. Inventory changes, so the category page is not proof that a particular raw or infused pre-roll is in stock. Use the product listing, package information, ingredients, and lab report to determine the product type.

Frequently Asked Questions

What makes a pre-roll infused?

It contains cannabis flower plus added cannabis material, such as kief, hash, or concentrate. The addition can be inside the pre-roll, on the outside, or in the paper. Check the ingredients to see what a particular product contains.

Are infused pre-rolls always stronger?

Do not assume so from the name. Compare the total THC percentage on each package and check the product’s lab report.

Are non-infused pre-rolls only flower?

Yes - the filling is cannabis flower with no added concentrate. New York also calls this a raw pre-roll. Flower-only does not mean THC-free.

What should I compare on the package?

Check the product name, THC and CBD percentages, other listed cannabinoids, weight, ingredients, brand, and warnings. Scan the package’s code to open its lab report.

How should I pace a pre-roll?

New York’s consumer guidance advises waiting 5-10 minutes after inhaling or vaping 1-2 puffs before consuming more, then pausing to assess how you feel. Do not drive under the influence of cannabis.

Where can I check current pre-roll availability?

Check the current pre-roll menu, then read the listing and package to confirm whether an item is flower-only or infused. Availability can change.
